The Department of Global Outreach of the ASCP Institute works to improve global health by identifying and implementing innovative methods and partnerships that improve laboratory practices.

ASCP Global Outreach and Opportunities for Partnership
In August 2005, ASCP Global Outreach partnered with U.S. Centers for Disease Control and Prevention (CDC) to provide laboratory training and implement laboratory quality improvement initiatives. These programs enhance the prevention, diagnosis, treatment, and monitoring of HIV/AIDS patients in resource-constrained countries. The CDC selected ASCP Global Outreach as a collaborative partner of the President’s Emergency Plan for AIDS Relief (PEPFAR I). PEPFAR I was a $15 billion commitment to help countries around the world combat AIDS. In 2008, Congress reauthorized PEPFAR for an additional five years (PEPFAR II), a $48 billion commitment over five years. In October 2008, CDC continued its partnership with ASCP Global Outreach for PEPFAR II. Since beginning the work with CDC, ASCP’s funding has more than doubled.

The goals of PEPFAR II include providing treatment for 2.5 million people, preventing 12 million new infections, and supporting the more than 12 million people affected by HIV/AIDS, tuberculosis and malaria, including children orphaned by the disease. ASCP Global Outreach is helping to achieve these goals by working with PEPFAR partners to train laboratory professionals and engage in laboratory quality initiatives. And to overall contribute to enhanced patient care in PEPFAR countries around the world.

ASCP Global Outreach staff work with ASCP members who are interested in serving as consultants to PEPFAR countries. ASCP Global Outreach consultants perform a wide variety of duties. Many opportunities exist for ASCP members to expand the scope of their professional experience by working as an ASCP Global Outreach consultant. ASCP Global Outreach specializes in laboratory trainings and technical assistance in topic specific areas, including basic laboratory operations, CD4 testing, clinical chemistry, hematology, laboratory management and phlebotomy; as well as Pre-Service curriculum development and implementation at the certificate and diploma levels. ASCP Global Outreach is committed to forming collaborative partnerships to enhance laboratory practices around the world. Since beginning its work in 2005, ASCP has collaborated with 14 PEPFAR countries, presented over 50 educational activities, and provided technical assistance and pre-service curriculum development assistance to over seven global partners. Improving Laboratories in Haiti: ASCP’s Relief Mission
ASCP sent five volunteers to Port-au-Prince, Haiti, in June to help reorganize two laboratories destroyed by the earthquake in January. These volunteers witnessed the State University Hospital of Haiti's diagnostic laboratory operating under two large white tents.
